Frank Pennington

Frank M. Pennington, II is an attorney with Johnson, Kraeuter & Sanders, focusing his practice on family law litigation and criminal defense. He represents clients facing high-stakes legal matters with a disciplined, strategic approach informed by decades of courtroom experience.
Mr. Pennington’s background includes more than twenty years of litigation experience across state and federal courts. Before entering private practice, he served as an Assistant United States Attorney for the Southern District of Georgiaand previously as Deputy Chief Assistant District Attorney for the Eastern Judicial Circuit. In those roles, he handled complex cases involving violent crime and sensitive family-related issues, giving him a deep understanding of how criminal cases are investigated, charged, and prosecuted. He now puts this insight to use to the benefit of individuals accused of crimes.
In his criminal defense practice, Mr. Pennington draws on his experience to evaluate cases early, identify weaknesses in the government’s evidence, and develop effective defense strategies. He is particularly experienced in matters involving domestic violence allegations, sexual assault accusations, and cases where criminal charges intersect with family law proceedings.
Mr. Pennington also represents clients in family law litigation, including divorce, custody, support, and related disputes. His extensive experience with cases involving family violence and high-conflict dynamics allows him to approach these matters with both legal precision and an understanding of the personal and reputational stakes involved.
Throughout his career, Mr. Pennington has been recognized for excellence in advocacy. He is a recipient of the Rape Crisis Center Advocacy Award for service and dedication in the successful handling of sexual assault cases, and the U.S. Department of Justice National Director’s Award for outstanding contributions to the administration of justice.
In addition to his practice, Mr. Pennington has served as a faculty member and lecturer for state and national legal training programs on courtroom advocacy, domestic violence, sexual assault, and witness testimony. His work has included participation on state-level committees addressing sexual assault response protocols and training standards, where he co-authored Georgia’s first statewide Sexual Assault Response Team Manual.
A Savannah native, Mr. Pennington serves his community outside the office as a soccer coach; as a member of the YMCA of Coastal Georgia Corporate Board, Rotary Savannah East, and Kiwanis of Skidaway; and as Chair of the Chatham County Sexual Assault Response Team Protocol Review Committee.
Mr. Pennington earned his Juris Doctor from Georgia State University College of Law, where he received Honors in Litigation, and holds a Bachelor of Arts in Political Science from Berry College. He is admitted to practice law in the State of Georgia as well as the United States District Court for the Southern District of Georgia, and is a member of the Savannah Bar Association.
